Pursuant to due call and notice thereof, the Local Board of Equalization and Review Meeting of the City of Redwood Falls was held in the Municipal Building Council Chambers on Tuesday, April 10, 2018, at 5:00 p.m.
Roll call indicated Council Members Paul DeBlieck, Larry Arentson, John Buckley and Jim Sandgren were present. Council Member Matt Smith was absent. Also present were City Administrator Keith Muetzel, Council Secretary Amy Kerkhoff, County Assessor Kathy Hillmer, City Property Appraiser Linda Roehrl and City Property Appraiser Kimberly Kodet.
County Assessor Kathy Hillmer certified that there was a quorum with a trained member present.
Council President Buckley called the Local Board of Equalization and Review Meeting to order.
City Property Appraiser Kimberly Kodet briefly explained that the estimated market values are determined by using the sales that were included in the sales study dates of October 1, 2016, through September 30, 2017. The state’s acceptable level is 90-105 percent.
Ms. Kodet stated she and Ms. Roehl reviewed approximately 400 residential and commercial properties for this year’s quartile along with properties that had new construction. The median ratio for 82 residential sales in 2017 was at a 99.68 percentile. The average sale price was $137,081. Currently, there have been 28 residential sales in 2018 at a 96.48 percentile.
Ms. Kodet also stated there were 7 commercial sales in 2017.
James Buckley was present to discuss the 2018 estimated market value of his property located at 1216 South Mill Street, South 71 Addition, Lot 17, Block 1, Parcel 88-749-0340. Mr. Buckley requested a reduction of value based upon the properties location and the inability to construct a garage on the property.
Council President John T. Buckley declared a conflict of interest due to his relationship with James Buckley and will abstain from discussion and the roll call vote.
City Property Appraiser Kimberly Kodet received an inquiry from Mr. Buckley regarding the property value. After further review, Redwood County staff is recommending to reduce the 2018 building valuation to $158,700 due to a change in the square footage of the finished basement. This change was presented in Case #1 to the Council.
Valuation: 2018 = $ 33,300 for land value
2018 = $162,800 for building value
After board discussion, a motion was made by Council Member Sandgren and seconded by Council Member DeBlieck to adjust the 2018 Estimated Market Value to $192,000 reducing the building value to $158,700, per the recommendation of the County Assessor. Motion passed by the following roll call vote:
AYE: Council Members DeBlieck, Arentson, and Sandgren
NO: None
ABSTAIN: Council Member Buckley
A motion was made by Council Member Arentson and seconded by Council Member Sandgren to adjust the 2018 Estimated Market Value to $179,300 reducing the building value to $146,000 due to the property location and inability to construct a garage on the property. Motion passed by the following roll call vote:
AYE: Council Members DeBlieck, Arentson, and Sandgren

Ms. Kodet stated she received an inquiry from a property owner regarding the property valuation. After further review, Redwood County staff is recommending to reduce the 2018 building valuation to $81,610 due to a change in square footage of the finished basement. This change was presented in Case #2 to the Council.

Ms. Kodet stated she received an inquiry from a property owner regarding the property valuation. After further review, Redwood County staff is recommending to reduce the 2018 building valuation to $402,600 due to a home and basement condition change. This change was presented in Case #3 to the Council.

After board discussion, a motion was made by Council Member Sandgren and seconded by Council Member DeBlieck to adjust the 2018 Estimated Market Value to $430,100 reducing the building value to $402,600. Motion was carried by unanimous vote.
There being no further business, a motion was made by Council Member DeBlieck and seconded by Council Member Arentson to adjourn the meeting at 5:51 p.m. Motion was carried by unanimous vote.
