LOCAL BOARD OF EQUALIZATION AND REVIEW
CITY OF REDWOOD FALLS, MINNESOTA
TUESDAY, APRIL 16, 2019
Pursuant to due call and notice thereof, the Local Board of Equalization and Review Meeting of the City of Redwood Falls was held in the Municipal Building Council Chambers on Tuesday, April 16, 2019, at 6:30 p.m. This meeting is a continuation from April 9, 2019.
Roll call indicated Council Members Matt Smith, Larry Arentson, Jim Sandgren and Denise Kerkhoff were present. Also present were City Administrator Keith Muetzel, City Attorney Amy Busse, Council Secretary Caitlin Kodet, and City Property Appraiser Kimberly Kodet.
City Property Appraiser Kodet certified there was a quorum with a trained member present.
Council President Smith called the Local Board of Equalization and Review Meeting to order.
At the previous meeting, the Local Board of Equalization and Review received an inquiry from Joel Buller regarding the property valuation owned by his father, Menno Buller.
Joel Buller and Realtor Kara Prescott were present to address the board regarding the land value placed on the Eastwood Estates Mobile Home Park.
City Property Appraiser Kodet reviewed the property. Redwood County staff is recommending no change in the 2019 Estimated Market Value.

Change: No recommendation
After board discussion, a motion was made by Council Member Arentson and seconded by Council Member Smith to uphold the recommendation of no change to the 2019 Estimated Market Value. Motion failed due to lack of majority vote by the following 2-2 vote:
AYE: Council Members Kerkhoff and Arentson
NO: Council Members Smith and Sandgren
After further board discussion, a motion was made by Council Member Sandgren and seconded by Council Member Kerkhoff to reduce the land value of Eastwood Estates Mobile Home Park to match the current per square foot value of the Normandale Mobile Home Park of $1.10 per square foot, with a total land value of $388,600. Motion passed by the following 3-1 vote:
AYE: Council Members Kerkhoff, Smith, Sandgren
NO: Council Member Arentson
There being no further business, a motion was made by Council Member Kerkhoff and seconded by Council Member Sandgren to adjourn the meeting at 6:50 p.m. Motion passed by unanimous vote.
