City Council Meeting – May 4, 2021

REGULAR COUNCIL MEETING
CITY OF REDWOOD FALLS, MINNESOTA
TUESDAY, MAY 4, 2021

Pursuant to due call and notice thereof, a regular meeting of the Redwood Falls City Council was called to order in the Municipal Chambers on Tuesday, May 4, 2021, at 5:00 p.m.

Roll call indicated Mayor Tom Quackenbush and Council Members John T. Buckley, Larry Arentson, and Denise Kerkhoff were present constituting a quorum. Council Members Jim Sandgren and Matt Smith were absent.

Also present were City Administrator Keith Muetzel, City Attorney Trenton Dammann, and Council Secretary Caitlin Kodet. Director of Finance & Administrative Services Melissa Meyer was present via electronic means. Public Works Project Coordinator Jim Doering was absent.

A motion was made by Council Member Arentson and seconded by Council Member Kerkhoff to approve the agenda. Motion passed by unanimous vote.

A motion was made by Council Member Buckley and seconded by Council Member Kerkhoff to
approve the April 20, 2021, minutes as presented. Motion passed by unanimous vote.

A motion was made by Council Member Kerkhoff and seconded by Council Member Arentson to approve the following item on the Consent Agenda.

1. Approve On-Sale Liquor and On-Sale Sunday Liquor License – Redwood Speedway

Motion passed by unanimous vote.

City Attorney Dammann introduced Resolution No. 30 of 2021 – Resolution to Adopt a Comprehensive Schedule of Offenses and Establish Administrative Penalties.

Mr. Dammann stated Council previously adopted Ordinance 91, Third Series, an ordinance establishing a procedure for adjudicating administrative offenses and providing for a schedule of offenses and administrative penalties. Over the years the Council has supplemented Ordinance 91 with several Resolutions adopting a schedule of offenses and establishing administrative penalties. The last Resolution to do so was Resolution No. 70 of 2016. Given the additions made to City Ordinance in Chapter 9 – Electric Vehicle Charging Station Parking and Chapter 11 – Property Maintenance Code, Resolution No. 70 of 2016 needs to be updated so that these new sections of City Ordinance have the appropriate fines associated with them for enforcement purposes. Duplicative sections in Chapter 10 have also been removed from the fine and fee schedule.

A motion was made by Council Member Buckley and seconded by Council Member Kerkhoff to waive the reading of Resolution No. 30 of 2021 – Resolution to Adopt a Comprehensive Schedule of Offenses and Establish Administrative Penalties. Motion passed by unanimous vote.

City Administrator Muetzel gave an update regarding the dredging of Lake Redwood. Redwood-Cottonwood Rivers Control Area (RCRCA) is the lead agent on the project and has provided a press release on the project. It is anticipated that activities for the two-year project may begin as soon as June 2021. Once dredging begins, it will continue until winter weather sets in. Dredging will start up again in Spring 2022 to remove up to the permitted 650,000 cubic yards of accumulated sediment. The project will revitalize Lake Redwood and restore depth up to 20 feet from the current average depth of less than three feet.

Mayor Quackenbush gave an update regarding the small group marketing team for the residential and commercial development projects. 12 people have agreed to participate in the small group team in addition to three City Staff members to make-up the group of 15. The first meeting will take place in late May or early June.

Mayor Quackenbush thanked the Celebrate Redwood Falls organizers for the Nightfalls event in Ramsey Park and the City’s support in facilitating the event.

Bills and Claims were presented to Council for informational purposes. No questions, comments, or concerns were raised.

There being no further business, a motion was made by Council Member Kerkhoff and seconded by Council Member Buckley to adjourn the meeting at 5:17 p.m. Motion passed by unanimous vote.
